    Without putting too fine a point on it, federal regulatory initiatives reached a crescendo during the last administration. According to the Office of Information and Regulatory Affairs, since Jan. 1, 2000, the bureaucracy has generated more than 10,000 regulations, of which 1,830 were deemed "Economically Significant".     Agnico Eagle Mines Ltd. Feb. 15 said its board of directors has approved the development of Amaruq and Meliadine, two new gold mines in Nunavut. Amaruq is to be developed as a satellite to Agnico's Meadowbank Mine, which lies about 50 kilometers (31 miles) to the southeast.     Dolly Varden Silver Corp. Feb. 16 announced a C$3.5 million budget for its 2017 exploration program at the Dolly Varden silver property in northern British Columbia.     Hecla Mining Co. Feb. 22 reported that its 2016 exploration program successfully replaced the 11.9 million ounces of silver and 79,150 oz of gold mined at its Greens Creek Mine in Southeast Alaska last year, leaving reserves of both precious metals virtually unchanged.     Kinross Gold Corp. Feb. 15 reported that Fort Knox Mine near Fairbanks produced 409,844 ounces of gold in 2015, a slight increase over the mine's output of 401,553 oz in 2015.
